First, The animation program "Blender"

BLENDER is a free animation software that is just as good as what professionals use. Blender is hard to master and you can't just go in and hope to learn on  your own- considering this is similar to a 1000$+ only-for-commercial use 3D animation program you'll need to learn basic math, at LEAST.
Unlike other 3D programs, BLENDER can export into .pmd and now recently .pmx format, but in order to do this you will need the 2.5 python script encoded into the blender program, which automatically comes with the blender programs 4.5 and up.
Blender is hard to master, yes, but there are a lot of tutorials out there, though considering blender changes a bit for each version you get- the tutorial you look at may only apply to the version you have.

Making Human: This is a software that allows you to make human like models very easily, and it goes hand-in-hand with blender. Careful: I don't know how high the polygon count is on these models, so when you load the model into MMD it may slow it down, and also this doesn't make anime-like models, so you may have a hard time making a cute-moe face

Metaseqiuoa

This is the program I normally use to make models. Metasequioa is a freeware and a shareware, but you can't use most tutorials without the full version
the full version is 50.00$, which isn't a lot in 3D modeling terms -@

Though, I will give you 1 hint. If you get the 3.0 BETA version while its still BETA, you can use some things ((not all though)) as you would as if you paid for it.

like I had said, I don't like to make it for models, but for stages. But unlike The other programs. this doesn't export directly into .pmd or .pmx, only directX, and you still need a plug-in.

3D Custom Girl, Polygon Love, and LoveDeath
I.... won't give links for these programs, because

WANRING: If you get 3Dcustom Girl, you WILL get a virus. No doubt about it. And beware of copyright: 3DCG doesn't want the models that you have to pay for made into MMD models. Polygon Love Doesn't want any of their models turned at all, only with permission ((there is a group on deviantart that has legal ploygon love parts, pl2-to-mmd.deviantart.com/)) And because making MMD models ISN'T the main function of these erotic games, **emphasis on EROTIC** The poly count is VERY high. And in my opinion, 3DCG girls and all others looks terrible in MMD.
Oh, and .tso to .pmd is free, and I have it and it didn't get me viruses. ((I got it because I thought it was another version of PMD Editor, so....))
Edit Since this is how to make it from scratch, I'm crossing this part out. Its still up for people interested, though

Please be aware of copyright; some companies do not like their characters and such turned into MMD models.
Example:
Crypton Future Media: Good
Walt Disney Comapny: REALLY BAD
Yamaha: Good
Studio Ghibili: NOPE
Anything vocaloid is good. And also be ware of UTAU owners.
CONCERNING DISNEY: I know a lot of people "Grew Up" with Disney, and on nostalgic impulse would make an MMD model of their characters or something ((I didn't grow up with them, so I don't care to make models of them)) But please refrain from doing so. Disney is known to sue for every little thing. For example, read this headline:news.google.com/newspapers?nid…
And I see a lot of people reigging Kingdom Hearts Characters. Please be aware of the copyright.
Also be aware that Toei Animation doesn't like for models to be made of their characters, but they don't normally take action and as long as you make money, you'll be fine. If you want to make a character of an anime character, find the original animation company and look at their copyright terms. EX: Masisi ((Or Piron, I forgot who this was)) usually allows free edit and redistribution, but when he made Pretty Cure Versions of Luka and Meiko, he had to make it to where you couldn't for those models

This one is gonna sound odd, but here it goes:
Do you recommend a particular program for beginners? I own Blender, but this one is way too advanced. I even tried Poser and Daz 3D, but the program didn't download right, and I never got very far either...
I have a few OCs and fairy/mermaid designs, but I want them to look anime style, it would be nice to see them move around and such.

Sorry for asking this, but I've been trying to get MMD models into Maya and I was wondering how to about that. Since Blender takes .pmd/.pmx files would I be able to open up MMD files into Blender and convert it into a .ma file for Maya and still keep the rig? Or do you have any other ideas about converting MMD models? :0
